Job Description

An organization with good clinical care demonstrates the impact of services by obtaining reliable and meaningful population based outcomes. As such, the Outcomes Manager is responsible for developing and overseeing the integration of outcomes measurements into all agency practice.  The manger will work with programs towards development of a culture of clinically relevant data-driven practices which demonstrate the impact of service delivery. He/she will also link the outcome processes to clinical mandates, program priorities and regulatory mandates.  The manager will work with the Information Services division’s team of information experts to capture, design and implement a performance management system and will ensure that analyzed data is used throughout the agency.

KEY ESSENTIAL FUNCTIONS:

  • Partners with the Information Services Division, Program Divisions and Training department in the development of clinical and programmatic outcome targets and objectives
  • Develops and supports processes for the collection and integration of data from internal clinical, financial and staffing systems.  Links these with external data collection systems (mandated by regulatory agencies)
  • Collaborates with Information Services Division in the design, implementation and utilization of client and program scorecards for performance measurement and management
  • Analyzes internal and external outcomes data, benchmarking program outcomes against agency, state and national best practices, and facilitates staff understanding of the meaning of outcomes findings for quality improvement
  • Supports the use of performance and outcomes data by staff at all agency levels through collaborative work with programs, including creating tools to measure outcomes, training staff in data analysis techniques and consulting with programs to develop processes to address needed corrective actions
  • Functions as an internal expert on agency outcomes, interpreting and presenting outcomes findings for agency leadership, funding bodies and the Board of Directors in partnership with the Chief Clinical and Medical Officer
  • Attentive to developments in the external environment, including best practice developments and changes in outcomes deliverables, for interpretation and integration into program practice

EDUCATIONAL / TRAINING REQUIRED (List all that is required to achieve this position):

  • Graduate degree in Public Health, Public Administration, Psychology or a related field
    • experience in a not-for-profit setting preferred; clinical experience very helpful
  • Strong interpersonal and verbal communication skills, ability to engage staff collaboratively at all levels of the agency, conveying curiosity and clinical respect
  • Organized with an ability to work independently to complete projects
  • Excellent writing and presentation, listening and problem solving skills
  • Skilled decision-maker and project manager that works proactively in an outcome-focused environment
  • Proficiency with relevant software (Excel, SPSS, Access, Business Intelligence).
